The West Virginia Department of Environmental Protection (DEP) issued a $9,910 civil administrative penalty against Blue Hill Community and Technical College’s new campus contractor, the Herald Mail reports. Project contractor Morgan Keller Inc. allegedly violated the Water Pollution Control Act by completing work on campus without a National Discharge Pollutant Elimination System permit from the state in 2011.
The school gave Morgan Keller permission to move dirt piles on May 15, 2011, and the contractor began the work on July 29, 2011 according to the news source. Morgan Keller stopped work less than three weeks later after the DEP discovered the project was ongoing.
