Years ago, singer Cris Williamson penned the lyrics, “Filling up and spilling over / It’s an endless waterfall.” She wasn’t describing winter storms that cause flooding, but the words are apt: this season’s weather has caused a lot of “filling up and spilling over,” especially in northern and central California, ending a six-year drought while initiating a whole new set of problems.

The wettest West coast winter in decades has led to a number of emergencies, as people paddled down streets in canoes, and once-parched reservoirs overflowed their banks. Many thousands of residents were temporarily evacuated as a precautionary measure. And as the rains continued, fear reached into their hearts.
